You launch with a local discussion space, classifieds, an events calendar and a member directory scoped to the area. Neighbours post, buy and sell locally, list what is happening, and find each other. Verification of some kind, even lightweight, is what keeps a neighbourhood group about the neighbourhood.
A resident joins after seeing a flyer or hearing from a neighbour, reads for a while, then posts something small: a lost cat, a recommendation, an item for sale. Classifieds drive the most repeat visits because they are immediately useful. Over a year the group becomes the place local information lives, which is exactly what it replaces on a corporate platform.
Usually not commercial. Where money is involved it is local business advertising through an ad manager, a small supporter contribution for hosting, or sponsorship from a nearby business. Costs are low enough that a modest number of contributors covers hosting, and most groups aim for sustainability rather than profit.

Yes, member listings handle buying, selling and giving away, and it is usually the most used feature. Set rules about what may be listed and moderate lightly; classifieds are also where disputes appear, so have a position before you need one.
Because the content, the member list and the moderation rules are theirs, not yours, and the advertising is aimed at your neighbours. Running it yourself costs a little money and some volunteer time, and the group belongs to the people in it.
With a published code of conduct and moderators who apply it consistently. Neighbourhood groups get heated because the stakes are local and personal. Rules written before the first argument are worth far more than rules written during one.
Many are, and you are offering something different: ownership, no advertising aimed at your neighbours, and rules the community sets. Start with the people who already dislike the alternative rather than trying to move everyone at once.
